I guess when you say favorite CMS being dreamweaver you mean the Adobe In Context Editor? I suggest you look at something a bit more powerful for full CMS functionality

Dreamweaver, coda and textedit aren’t cms’ and textedit isn’t even a text editor that can handle web pages.

100% totally the wrong way to begin any project (let alone webdesign). The first thing to do is find out the aim of the wehbsite, the target audience and their needs then collect together all the content, build a wireframe and test using a text browser. All you need to do then is add a bit of CSS and it’s done.
